Phase Two adds the community infrastructure that elevates a collection of houses to a genuine community: the common house, shared workshop, food production expansion, and additional residential units. With Phase One occupants as proof of concept and community co-developers, Phase Two can often attract investment and new members more easily.

Phase Two community building design should anticipate the full community scale even if initial occupancy will be lower. A common house designed for 40 residents that initially serves 12 will feel underutilized, which dampens community energy. Better to design Phase Two infrastructure for the current scale with a clear expansion strategy.
